All Clear has assembled a team of experts that draws on a wealth of experience, knowledge, and certification in almost every area related to emergency preparedness and emergency management. Our team has extensive experience in the National Incident Management System (NIMS), the Homeland Security Exercise and Evaluation Program (HSEEP), and the Incident Command System (ICS) and Hospital Incident Command System (HICS). The team includes Master Exercise Practitioners (MEP), Certified Emergency Managers, Hazard Mitigation Specialists, Conference Planners, and business professionals.

Alyson Angell, MPS
Planning Specialist

Alyson Angell joined the All Clear team in November 2022 as a Planning Specialist and brings more than 8 years of public sector service to the table. Her experience in emergency medical communications, community outreach and training allow her to bring a unique perspective to the emergency management field. In her previous role, she was assigned as a representative for her department to be a regional outreach training coordinator throughout the MidAmerica Regional Council’s CCTA grant and as an ESF-15 Public Information Officer representative for the grant’s term. She is a state award-winning emergency medical technician who brings her community-focused educational development, and all-hazards communication expertise to All Clear’s training and exercise team.

Alyson holds a B.A. in Journalism and Media Studies, emphasizing in Public Relations from the University of Nevada, Las Vegas, and a Master of Professional Studies in Emergency Management from Tulane University. In her free time, she puts to good use her culinarian certificate creating tasty treats for friends and working on her 85’ Mustang. Alyson lives with her husband and cranky little dog just outside of Raleigh, NC.

Baillie Brooks, MPH
Planning Specialist

 

Baillie Brooks joined All Clear Emergency Management Group as the VHEPC Assistant Readiness & Response Coordinator in 2022. She worked as a data coordinator for a public health research company and interned with CDPHE during her master’s program.

Baillie has a bachelor's degree in Public Health and Environmental Studies with a minor in Sociology from Augustana College (IL). She also holds a master's degree in Public Health with a concentration in Environmental and Occupational Health and a Certificate in Public Health Disaster Preparedness and Response from the University of Colorado, Colorado School of Public Health. In addition, Baillie holds multiple FEMA certifications. She currently lives in Colorado and spends most of her free time skiing, hiking, climbing, and camping.

Jennifer Bynum, MPH, MEP, CHES
Planning Specialist

Jennifer Bynum joined the All Clear team in August 2018 as a Planning Specialist and brings more than nine years of emergency preparedness and response expertise. In her current role, she coordinates healthcare coalitions across the country, helping multidisciplinary partners work collaboratively to enhance their respective preparedness and response capabilities. Jennifer is a skilled facilitator, but she is much more than just an effective meeting organizer. Jennifer has worked in multiple capacities including preparedness planner, training coordinator, tactical communications manager, social media specialist, exercise director, mentor and coach. No matter the role she is in, Jennifer is passionate about continually improving processes to ensure that communities can work together in times of crises to protect health and improve lives.

Jennifer was part of the first national class of the CDC Public Health Associate Program and earned a Master of Public Health from the Ohio State University. She is a Certified Health Education Specialist (CHES), FEMA Basic Instructor and certified instructor for the Ohio Emergency Management Agency. She is also part of FEMA's Master Exercise Practitioner Program Series #44. When not working or learning, you can find her running the trails, training for her next half marathon, or walking in nature with her husband and two dogs.

Kim Cerullo, MSW
Planning Specialist

 

Kim Cerullo joined All Clear Emergency Management Group as a Planning Specialist in 2023. They serve as the Readiness and Response Coordinator for the Connecticut Health Care Coalition. They have a bachelor’s degree in Political Science from the University of Connecticut and a master’s degree in Social Work with a concentration in Policy Practice from the University of Connecticut School of Social Work. Kim interned with the Connecticut Office of the Child Advocate and the Connecticut Women’s Education and Legal Fund during their master’s program.

Most recently, Kim served as the Data and Quality Specialist for the National Service Office for Nurse-Family Partnership and Child First. They have over 6 years of experience in supporting healthcare programs through training, grant management, and continuous quality improvement planning. They also hold multiple FEMA certifications, and they are a member of their local Community Emergency Response Team. When not at work, Kim can be found foraging for edible plants, crocheting, or relaxing with their two cats.

Savannah Fritz
Planning Specialist

Savannah Fritz has been a Planning Specialist with All Clear Emergency Management since January 2021. She has a bachelor’s degree in Interdisciplinary Studies with a minor in Biology from the University of Central Florida and a master’s degree in Public Health with a core concentration in Biosecurity and Disaster Preparedness from Saint Louis University.

Most recently, Savannah served as an Infectious Disease Prevention Specialist while completing her master’s degree. She has also completed the Homeland Security Exercise and Evaluation Program (HSEEP) and holds multiple FEMA certifications. Savannah currently lives in Fernandina Beach, FL and in her free time she enjoys fishing on the intercoastal, reading, and scuba diving.

Amy Herron, MPH
Senior Planning Specialist

Amy Herron joined the All Clear team full time in May 2021. Prior to that she was the Pandemic and Special Pathogens Preparedness Coordinator for the Colorado Department of Public Health and Environment where she helped strengthen systems and provide innovative technical solutions for the state of Colorado.

Amy Herron has a dual Bachelor of Arts in History and Religion from Duke University and her Masters of Public Health. Additionally, Amy holds multiple certificates in public health and disaster response preparedness from a wide range of institutions including Johns Hopkins and UNC-Chapel Hill, as well as multiple FEMA certificates and the Homeland Security Exercise and Evaluation Program (HSEEP) certification.

Amy is passionate about making preparedness practical, approachable, integrated and streamlined in order to create more resilient communities. She lives in Denver, Colorado.

Elaina Huffman, MPS 
Preparedness Product Division Manager

Elaina Huffman is a Division Manager with All Clear Emergency Management Group where she leads the Preparedness Product Division and Internship Program. Layered by enthusiasm, real world experience, post-graduate education, and the thrill of trailblazing, Ms. Huffman is known for creating innovative, interactive products and solutions which support the emergency preparedness needs of All Clear’s clients.

Elaina holds a Bachelor’s degree in Public Policy and United States Global Health from the University of North Carolina at Chapel Hill and a Master’s in Homeland Security and Public Health Preparedness through the Pennsylvania State University. Prior to joining All Clear, Elaina held various Planning and Operational roles with North Carolina’s Healthcare Coalitions which afforded her over a decade of involvement in exercise design, healthcare emergency preparedness, and disaster response.

JoAnne Huie, MS
Business Operations Specialist

JoAnne Huie has been with All Clear Emergency Management Group since 2011. She has a bachelor’s degree in Geological Engineering and Geology and Geophysics from the University of Wisconsin and a Master’s Degree in Hydrology from Colorado School of Mines. This technical background serves her well as she strives to make local communities more sustainable and hazard resistant as part of the hazard mitigation planning area of practice. JoAnne is also heavily involved in Conference Management and development and works closely with clients to ensure successful conferences which meet all educational objectives. Frequently serving as the primary point-of-contact for many conference participants, she enjoys finally being able to meet everyone in person after months of phone calls and emails.

Hannah James
Planning Specialist

Hannah James has been a Planning Specialist with All Clear Emergency Management Group since February of 2019 and provides a wide variety of experience in public health and Healthcare Coalition leadership. Hannah worked at the Maine Center for Disease Control from 2007 to 2019 where she led the Maine State Breastfeeding Coalition and was the Breastfeeding and Outreach Coordinator for the State of Maine Women, Infants and Children Program.

Hannah has a bachelor’s degree in Community Health Education, holds multiple FEMA certifications including Homeland Security Exercise and Evaluation Program (HSEEP) and received her Hospital Emergency Response Training for Mass Casualty Incidents certification from the Center for Disaster Preparedness. Hannah lives in Mount Vernon, Maine with her family where she enjoys hiking, gardening and campfires in their backyard.

Jen Mackle
Executive Assistant

Jen Mackle joined the All Clear team bringing more than 20 years of experience working with executive leadership, managing projects, programs, budgets and staff. This experience includes managing programs for a nationwide nonprofit health organization, planning conferences and events to ensure all host and participant needs were met, managing projects for business development PMO, and operations management in the craft spirit industry.

Today she helps manage client and business operations, processes and communications, and clears the path for the leadership team. When she’s not working, she can be found 100’ under the sea scuba diving with her husband, hiking on a mountain in Arizona and spending time with her family.

William Moorhead, JD, MEP
President

Will Moorhead is President of All Clear Emergency Management Group. He has 23 years of experience in the fire service and is currently active with the Golden Fire Department in Golden, CO. In addition, he has served in the emergency management field both as a first responder and in state and local government capacities, including positions as Legal Analyst for South Carolina Emergency Management Division and Director of Public Health Preparedness for South Carolina Division of Health and Environmental Control Region 2. He currently serves as an Adjunct Instructor for Emergency Management and Emergency Services graduate and undergraduate programs. Will is an outdoor enthusiast and spends much of his free time working on Jeeps. He received a B.A. from Furman University and a J.D. from Mercer University.

Megan Nies, MPH
Senior Planning Specialist

Megan Nies is a Senior Planning Specialist for All Clear Emergency Management Group. She joined the team in September 2018 and brings more than 18 years of emergency preparedness and healthcare experience with her. Previously she has worked in the healthcare/public health arena for, with the last 15 years being in emergency preparedness and response specifically. Megan has held various roles in hospitals, long-term care centers, and public health organizations at both the local and state levels and has planned for and responded to numerous real-life all-hazard emergencies and disasters across multiple states. During the 2009 flood in North Dakota, Megan served as the Evacuation Lead for the multi-state, multi-agency response that coordinated and managed the evacuation of over 2,500 people from three major hospitals and numerous long-term care facilities. She was also assigned to the Emergency Operations Center as the Planning Section Chief in 2009, 2010, and 2011 during other emergencies affecting public health in North Dakota. 

Megan received both her Master of Public Health and Bachelor of Science degree from the University of Northern Colorado. She has had extensive emergency preparedness and response training and education from the Federal Emergency Management Agency (FEMA) and received numerous certifications including her Homeland Security Exercise and Evaluation Program (HSEEP) certification. Her areas of expertise include program management, stakeholder engagement, strategic planning, and training and exercise design and facilitation. Megan lives with her husband Dan and two children, Lincoln and Jackson, in Windsor, CO. In her free time Megan enjoys spending time with her boys and traveling.

Luke Ortegel, IPEM
Planning Specialist

Luke Ortegel joined the All Clear team in January 2023 as a Planning Specialist and brings more than five years of higher education emergency preparedness expertise. His experience in both higher education and the military allows him to bring a unique perspective to the emergency management field. In his previous role, he acted as the Emergency Management Coordinator for Northern Illinois University where he was responsible for developing emergency response plans, leading training exercises, and staffing the Emergency Operations Center during emergencies. Luke also served in the United States Army as a combat medic, where he deployed on a combat tour to Afghanistan.

Luke holds a bachelor’s degree in Public Health with an emphasis in Environment and Health from Northern Illinois University. He is a state certified Illinois Professional Emergency Manager (IPEM). He also holds multiple FEMA certifications, including the Homeland Security Exercise and Evaluation Program (HSEEP). Luke currently lives in Illinois with his wife and enjoys spending his free time outdoors. He is active in his local church and enjoys playing with his dogs, gardening, and hiking.

Jake Peterson
Senior Planning Specialist

Jake Peterson has been a Planning Specialist with All Clear Emergency Management Group since February 2017. Jake brings a wide variety of emergency management experience with him as he previously held roles in higher education, as well as both county and state level public health emergency management. While working as part the Ohio State University’s Division of Emergency Management, Jake was responsible for overseeing the completion of all campus building emergency action plans and staffing the Emergency Operations Center during numerous activations. Most recently, Jake was a Public Health Emergency Planner with the Ohio Department of Health’s Office of Health Preparedness, where he was the lead planner and project manager for the department’s preparations for the 2016 Republican National Convention in Cleveland, Ohio. Jake was also responsible for staffing the Department Operations Center during emergencies affecting public health.

Jake holds a B.A in International Security and Intelligence from the Ohio State University. He also holds multiple FEMA certifications along with Jeanne Clery Act and Crime Prevention Through Environmental Design (CPTED) training certificates. Jake is an avid hockey fan who enjoys watching and attending Columbus Blue Jackets games in his free time as well as spending time outdoors with his two dogs.

Kate Petroline, PEM, CEM
Planning Specialist

Kate Petroline has been a Planning Specialist will All Clear Emergency Management Group since March of 2022. She has experience working in both healthcare preparedness and emergency management in county and state roles. She discovered emergency management while serving through AmeriCorps as an Emergency Preparedness Coordinator in Illinois. She then moved to Indiana to work for the Indiana State Department of Health Emergency Preparedness Division where she started out as a District Liaison and then eventually because a Training and Exercise Specialist for the whole state. In her desire to have a more well-rounded approach and understanding of emergency management, she took the position as Deputy Director of Emergency Management for Monroe County, Indiana where she was later appointed Director. Throughout her career, she has had numerous opportunities to work in all phases of emergency management and values the relationships that have been and will be cultivated.

Kate is a certified Professional Emergency Manager in the state of Indiana. She holds multiple FEMA certifications including PDS, Basic Academy, ICS, and Basic Instructor. She is HSEEP certified and currently working on her CEM.

Jenny Schmitz, MA, MEP, CO-CEM, HEM
Vice President 

Jenny Schmitz is the Vice President at All Clear Emergency Management Group where she is working diligently to advance the preparedness level in all facets of the healthcare industry. Prior to joining the All Clear team in January 2016, she served as the Director of Safety and the Environment of Care at Denver Health and Hospital Authority in Denver, CO. In this role she was both the Safety Officer and Chair of the Environment of Care Committee, managing all of the emergency preparedness and response planning activities for Denver Health. This experience provided her the opportunity to hone her skills in healthcare preparedness and exercise design, as well as responding to real incidents.

Jenny received her Master’s Degree in International Studies (with concentrations in Global Health and International Security) from the University of Denver and her B.A. in International Studies from St. Cloud State University in St. Cloud, MN. She is a FEMA Master Exercise Practitioner (MEP), Colorado Certified Emergency Manager (CO-CEM) through the Colorado Emergency Management Association, and a Healthcare Environmental Manager (HEM). She also served as the Safety Officer on the Colorado-3 Disaster Medical Assistance Team (DMAT). Jenny lives in Denver, CO and is an avid reader, sports lover, and traveler. If she is not working, she is probably planning her next adventure!  

Ginny Schwartzer, MEP
Chief Executive Officer

Ginny Schwartzer is the Chief Executive Officer of All Clear Emergency Management Group. She has nearly ten years of experience in safety and emergency management through positions with the North Carolina Industrial Commission Safety Education Section and as an emergency management consultant working with healthcare, higher education, and private industry clients. Ginny previously served as the System Emergency Manager for Sisters of Charity of Leavenworth (SCL) Health, a health system of nine acute care hospitals, two long term care facilities and more than 200 ambulatory care clinics. Ginny is a FEMA Master Exercise Practitioner (MEP), Homeland Security and Exercise Evaluation Program (HSEEP) instructor, and Incident Command System instructor. Ginny Schwartzer graduated with honors from North Carolina State University with a B.S. in Meteorology and a minor in Journalism. 

Mary Beth Skarote, MEP
HCC Division Manager

Mary Beth Skarote is the HCC Division Manager for All Clear Emergency Management Group. She joined the team in January 2021 and brings more than 30 years of emergency preparedness and healthcare experience with her. Previously she has worked in the healthcare/public health arena focused on preparedness and response, she worked with the US Marine Corps as an Emergency Management Specialist and with the Regional Exercise Team. Mary Beth was the Program Manager for the North Carolina Healthcare Preparedness and Response Program and has held various roles in hospitals, long-term care facilities, EMS and public health organizations at the local, regional, and state levels and has planned for and responded to numerous real-life all-hazard emergencies and disasters.

Lauren Smith, CHEP, CHPCP
Planning Specialist

Lauren Smith has been a Planning Specialist with All Clear since January 2019. She has a bachelor's Degree in English and Philosophy from Muskingum University and a Master's Degree in Gerontology from Miami University of Ohio. She is a licensed nursing home administrator in Colorado and Oregon and has a background in healthcare emergency management and business continuity planning. Lauren has been involved in planning and facilitating full scale exercises for long term care and skilled nursing facilities, along with ensuring compliance with state and federal emergency management regulations. Most recently, she served as the Emergency Management Continuity Program Manager for SCL Health and provided support in developing a continuity program, along with standardizing training and exercise documents. Lauren is a Certified Healthcare Provider Continuity Professional (CHPCP), Certified Healthcare Emergency Professional (CHEP) and has completed the Homeland Security Exercise and Evaluation Program (HSEEP). She is married with three children and loves doing anything that involves the outdoors.

Jamie Stout
Senior Planning Specialist

Jamie Stout is the Senior Planning Specialist for All Clear Emergency Management. She spent over a decade as the Manager of Planning and Recovery for Franklin County Emergency Management and Homeland Security in Columbus, Ohio. In her tenure at Franklin County, Jamie managed all aspects of the County Emergency Operations Plan including the countywide mitigation plan, the Franklin County THIRA and Integrated Risk Management Program, and hazard specific plans such as hazardous materials, dangerous wild animals, and planning for evacuation and sheltering of the functional needs population. Through her expertise in disaster recovery, Jamie also assisted the 42 local jurisdictions in Franklin County with recovery efforts resulting from major disaster declarations, helping to bring nearly 10 million in public assistance dollars back to the local jurisdictions. Jamie served as the Planning Section Chief as well as the Recovery Section Chief during countless Emergency Operations Center activations for events ranging from localized flooding to Presidentially declared disasters. Previously, she worked for Licking County Health Department (Ohio) as the Medical Reserve Corps Volunteer Coordinator and the Emergency Preparedness Coordinator and for the City of Columbus, Ohio with the Watershed Management Section preserving the areas surrounding the three major Franklin County dams.

Jamie has an Associate’s of Applied Science in Criminal Justice Technology and a Bachelor of Science in Emergency Management (awarded Summa Cum Laude) from The University of Akron. She lives in the Columbus, Ohio area with her husband and four children.
