All Clear developed a series of TTXs for a large public university system. Over three years, All Clear worked with each institution to design, facilitate, and evaluate in-person TTXs using the Homeland Security Exercise and Evaluation Program (HSEEP). Each institution chose its objectives and scenario based on its preparedness needs and goals. The design process consisted of three planning meetings for each exercise. After each year of the project, All Clear met with the university system’s point of contact to review lessons learned, provide specific feedback from each exercise, and review recommendations for system-wide preparedness tasks.
