Position Title: Planning Specialist - Training and Exercise Team

We are searching for a detail oriented, highly skilled, and motivated Planning Specialist to join our growing Training and Exercise team!

All Clear Emergency Management Group, LLC, is an experienced consulting firm that provides an array of emergency management and conference management services. All Clear works with our clients to provide customized Assessments, Planning, Training, Exercises and Conference Management services. Our team of dedicated professionals works with clients across the United States.  We are a 100% virtual company, and this is a work-from-home position that will support our staff and clients across the country.

Required Experience:

    • Minimum of 3-5 years of experience for Planning Specialist in healthcare or public health emergency management, planning, and response.
    • Project management skills and the ability to work on multiple concurrent projects with various deadlines.
    • Demonstrated experience in developing discussion-based and operations-based exercises of varying sizes and complexity.
    • Proven skills facilitating interactive planning meetings (virtual and in-person) according to an agenda, managing time, and including multiple presenters.
    • The ability to plan, guide, and manage the exercise design process to ensure that the client’s objectives are met effectively, and work products are tailored to the client’s organization.
    • Certification in Homeland Security Exercise and Evaluation Program (HSEEP) and experience designing, facilitating, and evaluating all types of HSEEP exercises.
    • Previous work developing and facilitating education and training programs for adult learners.
    • Incident Command System (ICS) or HICS 100, 200, 700, 800 certifications.
    • Excellent communication skills in both written and verbal formats.
    • Strong Microsoft Office skills – PowerPoint, Word, and Excel.

Preferred Experience:

    • Previous experience as a consultant.
    • Master Exercise Practitioner or Certified Emergency Manager.
    • ICS 300 and 400 certifications.
    • Systems-level understanding of regional medical response including Regional Disaster Health Response System (RDHRS) and Medical Operations Coordination Cell (MOCC) concepts.

This position requires:

    • Supporting our clients with various emergency response exercises to test Emergency Operations Plans, Continuity of Operations plans, medical surge plans, mass vaccination plans, etc.
    • Frequent planning meetings (virtual and in-person).
    • Completing meeting minutes and meeting documentation in a timely manner.
    • Communication with a variety of levels of people and across disciplines.
    • Detail-oriented project and task tracking.
    • Developing professional reports and written documentation to support contract deliverables.
    • Meeting various deadlines and providing high quality work products within project budget limits.
    • A flexible working style with ability to adapt to changing priorities and deadlines.
    • The ability to work with clients in different North American time zones.
    • Self-directed work with limited oversight as well as work as part of a project team.
    • Domestic travel (estimated 25%) which may include weekends.
    • Working from home in a dedicated, safe, work environment free from distractions.
    • Valid and unexpired State drivers’ license.
    • Clean driving record, and able to produce a current clean driving record if offered the position.


    • Full-Time exempt position.
    • 100% virtual position (except when traveling).

    • Hiring Range:
      • Salary range: $50,000-$80,000 commensurate with experience
    • May be eligible for annual bonuses
