Position Title: Contract Clinical Advisor - Healthcare Coalition of Maine

We are searching for a detail oriented, highly skilled and motivated Contract - Clinical Advisor to join our growing team!

All Clear Emergency Management Group, LLC, is an experienced consulting firm that provides an array of emergency management and conference management services. All Clear works with our clients to provide customized Assessments, Planning, Training, Exercises and Conference Management services. This position will serve the Healthcare Coalition of Maine (HCCME), which is a membership group made up of hospitals, EMS, emergency management, public health and ancillary healthcare providers.  The HCCME is responsible for providing statewide coordination of healthcare emergency preparedness and response services in accordance with ASPR Hospital Preparedness Program.  Please take the time to find out more about All Clear at and HCCME at before applying for this position.

Required Experience:

  • Minimum of 5 years’ experience as a clinically active (i.e. works shifts/sees patients) physician, advanced practice provider, or registered nurse residing in the state of Maine
  • Knowledge of medical surge issues and basic familiarity with chemical, biological, radiological, nuclear, and explosives (CBRNE), trauma, burn, and pediatric emergency response principles
  • Knowledge of healthcare coalitions
  • Excellent communication skills in both written and verbal formats
  • Strong Microsoft Office skills – PowerPoint, Word and Excel

Preferred Experience:

  • Previous involvement in emergency services or response activities
  • Previous experience in a coalition or consultant role
  • Emergency operations plan development
  • Outreach experience in relationship and coalition building
  • Incident Command System (ICS) or HICS 100, 200, 300, 400, 700, 800 certifications

This Role will Perform the Following:

  • Provide clinical leadership to the Coalition and serve as a liaison between the Coalition and medical directors/medical leadership at health care facilities, supporting entities (e.g., blood banks), and Emergency Medical Services (EMS) agencies.
  • Review and provide input on Coalition plans, exercises, and educational activities to assure clinical accuracy and relevance.
  • Act as an advocate and resource for other clinical staff to encourage their involvement and participation in Coalition activities.
  • Ensure that the Coalition mass casualty/surge plans provide for appropriate distribution (and re-distribution) of trauma patients to avoid overloading single centers whenever possible and work with health care facilities to understand their capabilities and capacity.
  • Ensure that subject matter experts are available, and a process exists to support secondary transfer prioritization in specialty surge (e.g., burn, pediatric) mass casualty situations (i.e., identify which patients are a priority to transfer to specialty care centers when adequate transportation or inpatient resources are unavailable).
  • Provide report-out to the State as part of Contractor progress reports or at Contractor monthly meetings with the State.

This Position will Require:

  • Flexible working style with ability to adapt to changing priorities
  • Self-directed work requiring limited oversight as well as work as part of a team
  • Domestic travel which may include weekends; Majority of travel will be within the State of Maine with a few trips annually to conferences or regional meetings in New England.
  • Valid and unexpired State drivers’ license
  • Clean driving record, and able to produce a current clean driving record if offered the position

Pay and Benefits:

  • At least 0.1 full-time equivalent (FTE) Position
  • Contract position with payment as 1099 contractor
  • No benefits will be offered
  • Position is available immediately; Contract will be valid through June 30, 2021 with option to renew through June 30, 2022.
