All Clear was contracted by a city’s police department to design and conduct a FE to test the city’s response to an intentional train derailment with hazardous materials release. The exercise included elements of communications, Emergency Operations Center (EOC) management, law enforcement investigations, and on-site incident management. The exercise took place in three separate locations to simulate the EOC, field operations, and unified command.
