All Clear updated a county’s EOP and reformatted the documents from an Emergency Support Function (ESF) approach to a functional annex approach. Next, All Clear was tasked to update the COOP Plan for each county department as well as create COOP Plans for two newly created departments. Finally, All Clear provided a COOP exercise template designed to provide training and exercise opportunities in subsequent years. Additionally, All Clear worked with the county’s four municipalities to define their role in a single jurisdiction response and their role in a county-wide response. These details were added to each municipality’s EOP.
