An HCC in a metropolitan area contracted with All Clear to create and formalize the role of a HRO. This position was created to provide a link between impacted hospitals and incident command during hospital evacuations and mass casualty incidents. All Clear facilitated a multi-disciplinary interactive information gathering workshop and drafted a Concept of Operations (CONOPS) for the new position. The CONOPS was refined during a series of six interactive micro-exercises (both virtual and in-person) and a series of interviews and committee meetings with stakeholders from multiple disciplines. All Clear also provided an Exercise Toolkit to guide regional partners through exercising the CONOPS once the project was complete.
