All Clear worked with a university to test their existing Emergency Operations Plan (EOP) in a FSE. All Clear designed, conducted, and evaluated a FSE with the university’s senior leaders and community partner agencies to a simulated active shooter event with a bomb threat component. The exercise provided the opportunity to test communication and coordination with outside agencies, the activation of the university’s emergency response team, the management of an incident using the university’s Emergency Operations Center (EOC), and the decision-making processes within leadership. All Clear provided exercise control, evaluation, and safety oversight for the exercise.
