Exercises are the definitive test of planning and training efforts. All Clear Emergency Management Group offers a variety of options for exercise design and conduct. At All Clear EMG, we provide our clients exercise plans with these core principles in mind:

All Clear EMG engineers custom exercises in accord with the best-practice guidelines established by FEMA and the Homeland Security Exercise and Evaluation Program (HSEEP). The FEMA/HSEEP approach is a capabilities and performance-based exercise program which provides a standardized policy, methodology, and terminology for exercise design, development, conduct, evaluation, and improvement planning. Following HSEEP and FEMA guidelines, All Clear EMG will tailor the exercise to fit the needs of the organization and the budget involved.
Using the HSEEP as a model, we strive to integrate language and concepts from the National Response Framework (NRF), the National Incident Management System (NIMS), the National Preparedness Guidelines, the Universal Task List (UTL), the Target Capabilities List (TCL), existing exercise programs, and representative prevention and response protocols from all levels of government. HSEEP exercises have been classified in two groups: discussion-based and operations-based. Discussion-based exercises are often designed around a hypothetical scenario in which players respond through discussion and conversation about their actions, response steps, and communication. Types of discussion based exercises that we provide:
- Seminar – Orients participants or provides an overview of authorities, plans, procedures, policies, concepts, and ideas.
- Workshop – Focuses on development of a product by the participants, usually in facilitated groups.
- Tabletop – Participants discuss issues of a hypothetical scenario led by a facilitator.
- Game – Simulates operations often involving two or more teams.
Operations-based exercises involve players physically responding to the scene of the exercise and utilizing equipment real-time. Types of operations-based exercises that we provide:
- Drill – Conducted as a coordinated activity to test a singe specific operation or capacity in a single agency.
- Functional – Evaluates individual capabilities or multiple activities within a function projected through a scenario of unfolding events in stressful environment.
- Full-Scale – Actual mobilization and deployment of multiple capabilities to incident site in a highly stressful simulated environment.
Our goal in exercise design is to establish a comprehensive exercise program, one based on a long-term, carefully constructed plan. In a comprehensive program, exercises build upon one another to meet specific operational goals. Our mission is to design an exercise that strengthens your organization’s competence in all emergency functions. Although the possibilities for an exercise scenario are endless, a select list is provided below. All Clear EMG will develop a scenario that is most appropriate for the desired exercise objectives.
