The All Clear Emergency Management Group is led by a senior leadership team with a finger on the pulse of daily company operations and a strategic vision for the future.  Under the guidance of the senior leadership, subject matter experts are regularly utilized to provide unique services and in depth knowledge of specialties.  All Clear EMG strives to be innovative without losing sight of well-established practices.  Learning from good and bad experience requires constant evaluation and attention to growth toward the goal of serving clients beyond their expectations.

William Moorhead, J.D.
President / Owner

Will Moorhead has served in the emergency management field both as a first responder and in State and local government capacities.  He has 17 years experience in the fire service and is active as a lieutenant with Duncan Chapel Fire Department in Greenville, SC.  His previous positions with South Carolina Emergency Management Division and South Carolina Division of Health and Environmental Control Region 2 provided many opportunities to see firsthand how emergency preparedness is vital to continuing operations.  Will received a B.A. from Furman University and J.D. from Mercer University.

Ginny Schwartzer
Vice President / Owner

Ginny Schwartzer graduated with honors from North Carolina State University with a B.S. in Meteorology and a minor in Journalism.  She gained experience working with the North Carolina Industrial Commission Safety Education Section providing occupational safety and health training to employees across the State.  In recent years, she has completed numerous certifications in ICS, Emergency Operations Center Management, and Homeland Security Exercise Design.  She is a certified Homeland Security Exercise and Evaluation Program (HSEEP) trainer.  Through her work as an emergency management consultant, she has designed and conducted numerous exercises ranging from waterborne illness and hospital patient surge to active shooter on campus.  Her wide exposure to various exercise scenarios and types enables a better understanding of the whole emergency management process.
